Senior Manager, Trade Compliance (#112224)

Business Unit:
The Global Service Support organization (GSS) team headquartered in Milpitas, CA is our service organization that consists of Service Sales and Marketing, Spares, Strategic Supply Chain Management (SCCM), Field Operations, Product Training, and Technical Support.  The GSS organization partners with our field teams and customers in all business sectors to maintain the high performance and productivity of our products through a flexible portfolio of services. Our comprehensive services include: proactive management of tools to identify and improve performance; expertise in optics, image processing and motion control with worldwide service engineers, 24/7 technical support teams and knowledge management systems; and an extensive parts network to ensure worldwide availability of parts.

Responsibilities:
The Global Trade Compliance Manager will be responsible for all aspects of import and export compliance across all KLA-Tencor operations worldwide.  Responsibilities include, but are not limited to, the following:

  • Set and lead KLA-Tencor's worldwide trade compliance strategy, policy, programs, training, tools and related projects to ensure compliance with export and import laws and regulations in all countries where KLA-Tencor operates
  • Responsible for the Global Trade Compliance (GTC) functions of country of origin and product classifications according to tariff codes and identifying benefits through tariff strategies, utilization of FTAs, and other available trade programs
  • Manage duty recovery and avoidance programs, such as duty drawback, repair valuation, U.S. Goods Returned, and others to ensure optimal benefits while limiting company risk
  • Serve as primary interface with U.S. Customs and Border Protection and other government agencies, trade compliance consultants, customs house brokers providing guidance and policy for global trade compliance issues.
  • Serves as primary interface for KLA-Tencor offices and with external legal counsel for U.S. and foreign government requests and audits
  • Carry out worldwide trade compliance risk assessment based on internal audits of company operations and analyze foreign government trade regulations and current operations to recommend strategies that limit risk
  • The role will partner with corporate functions such as Supply Chain, Legal, Finance, Tax, Procurement, Engineering Divisions to ensure supply chain and business compliance with regulatory requirements in the area of GTC
  • Ensure KLA-Tencor's compliance to U.S. and foreign government export control regulations. Manage GTC processes to determine export classifications, export licenses, and deemed exports
  • Evaluate and resolve the impact of global trade issues with regard to company mergers, acquisitions, divestitures, and other transactions
  • Travel internationally to establish and/or develop relationships with local legal partners and stakeholders, and to perform audits (travel expected 25% with occasional increase, as required)

Preferred Qualifications:
  • Bachelor's degree in international business, logistics, or global trade with at least 7 years of experience OR
  • Master's Degree in international business, logistics and procurement, or international law with at least 5 years of experience
  • Requires experience leading and managing strategies and tactics for a successful Global Trade Compliance function for an international manufacturer.
  • Strong preference for experience at a mid-large manufacturer (1,000+ employees) of high-tech or industrial products or equipment
  • Preference given to individuals with experience importing and exporting in/out of the U.S. and a number of other countries; preferably in Europe and especially APAC (China, Korea, Taiwan, etc.)
  • 2+ years of experience managing and leading a team toward goals, including mentoring, coaching, staff development, and ensuring effectiveness of the function
  • Strong background using SAP and GTS in managing trade activity (or experience with similar ERP system and trade module)
  • Thorough understanding of U.S. and foreign regulations, policies, and processes related to importing/exporting in bonded facilities and FTAs worldwide.
  • Comprehensive understanding of U.S. Customs and Border Protection Regulations, including knowledge of Customs valuation and classification under the Harmonized Tariff Schedule, C-TPAT, ISA, FTAs, ISF, etc.
  • Knowledge of relevant federal global trade regulations, including those pursuant to EAR and ITAR. Additional knowledge of Non-US regulations preferred
  • Formal training as licensed customs broker a plus
  • Knowledge of KLA-Tencor customers and the Semiconductor Equipment Market
  • Developed technical and business analytical capabilities
  • Excellent Presentation and Communication Skills
  • Self-Starter
  • Proficient with MS Office suite
  • Ability to travel internationally as required

Minimum Qualifications:
Bachelor's Level Degree with at least 7 years of experience
OR
Master's Level Degree with at least 5 years of experience

When the technology is proven to meet requirements, we work with KLA-Tencor product divisions and key suppliers to implement the technology into KLA-Tencor's products.

Job Description:
If you are selected for this position, you will work with a world-class team developing key technology for KLA-Tencor's semiconductor inspection and metrology systems.

As a technical leader of UV laser development within KLA-Tencor, your responsibilities will include:
  • Characterizing lasers and frequency conversion devices.
  • Designing and running experiments to understand and improve the performance of UV lasers and frequency conversion systems.
  • Evaluating the data from long-term laser performance and stability tests.
  • Developing solutions to improve the stability and lifetime of UV lasers while increasing the laser power.
  • Working with KLA-Tencor product divisions to incorporate your designs into their inspection and metrology systems.
  • Working with suppliers to incorporate your designs into systems built for KLA-Tencor.

Qualifications/Education Desired:
  • Ph.D. in Optics or Physics with 6 years' experience developing high performance UV lasers.
  • Must have a deep understanding of lasers, frequency conversion and non-linear optics.
  • Must be able to perform simulations and analyze data using programs such as MatLab, Labview or Python.
  • Must be a team player with good written and verbal communication skills.
  • Experience designing capital equipment such as semiconductor manufacturing equipment is preferred.

Doctorate (Academic) with at least 5 years of experience.

Preferred Qualifications:
  • Ph.D. in Mechanical Engineering or equivalent field with 4 years' experience designing precision mechanical assemblies.
  • Must have a deep understanding of kinematics, dynamics and mechanical vibrations.
  • Must be familiar with control system theory.
  • Must be able to design and analyze complex mechanical assemblies.
  • Must be familiar with SolidWorks or Pro/E.
  • Must be able to perform simulations and analyze data using programs such as Matlab, LabView or Python.
  • Must be a team player with good written and verbal communication skills.
  • Experience designing capital equipment such as semiconductor manufacturing equipment is preferred. 

Minimum Qualifications:
Master's Level Degree with at least 4 years of experience.
OR
Doctorate (Academic) with at least 2 years of experience.
